China is being hailed as the rising power of the twenty-first century, bringing about dramatic global changes. But according to European Commission President Jose Manuel Barroso, the European Union can be seen as a new "non-imperial empire". In any case, there is no denying the rapidity with which Chinese-European relations have developed over the past twenty years.
