This paper explores how policy interventions on promoting active public participation in recycling have been conducted by local authorities in Greater Baku and the Merseyside region, evaluating their effectiveness and identifying any loopholes or omissions existing in these policies. The study was conducted in Azerbaijan and in the UK. The study involved contacting decision-makers in both countries and 100 households in a pilot project in Baku for identification of recycling habits and obstacles to public participation. The results of the above-mentioned policies are analysed in the context of the survey findings. The study reveals reasons for the ineffectiveness of conducted intervention policies in Baku. The paper concludes by giving recommendations on how to introduce intervention policies and make them successful in order to influence the recycling behaviour of people in Baku by considering social marketing techniques and looking at the experience of the Merseyside Waste Disposal Authority.
