This book contains the results of a research project which was conducted from 1989 to 1991 at the Research Institute for Public Administration in Speyer. The project was organized into three steps: It began by examining various interdisciplinary classifications of governmental action. This investigation became the basis for a multi- and interdisciplinary research seminar which traced the development of governmental control and action. Using the areas of environmental protection, research and technology, the participants elucidated the subject of administrative control in an exemplary manner. The last step was an attempt to link the different aspects of governmental action which arise from the multiplicity of academic and practical perspectives.
