How feasible is it to apply a rights-based approach to evaluating youth policy in a society where the concept of rights is not firmly entrenched, well understood, or institutionally protected? If this approach is impossible, what are alternative strategies for improving the long-term well-being of young people, who currently face major hurdles in attaining such basics as education, justice, employment, and health care? Many of the socioeconomic and human-development challenges confronted by young people in Kyrgyzstan fit into a wider context of troubles faced by the entire country. While this makes the task of tackling them daunting, it also offers hope that young people will recognize their vested interest in finding effective solutions.
