For decades, Congress has prioritized adolescent pregnancy prevention to address the public health, social, and economic challenges it poses to adolescents, their children, and society as a whole. Since the 1980s, Congress has authorized programs—administered by the U.S. Department of Health and Human Services (HHS)—designed to reduce adolescent pregnancy rates. Chapters 1 and 2 explore the evolution and status of four federally funded adolescent pregnancy prevention programs. Adolescent childbearing carries significant social, health, and financial risks, not only for young parents but also for their families and broader communities.
