This report focuses on the consequences of non-tariff measures (NTMs) for developing economies and also South-South trade. It provides an overview of global and regional trends, and surveys methodological problems when evaluating NTMs and trade. It reviews mechanisms for streamlining NTMs and promoting developing countries' trade, particularly at the regional level. The report also considers the two most widely-used types of NTM, Sanitary and Phytosanitary (SPS) Measures and Technical Barriers to Trade (TBTs).
