Hydrogen and fuel cell technologies are breaking technologies, potentially penetrating in every segment of social life. It is therefore of paramount importance to understand when and how particular society will face the necessity to trigger the process of implementing these technologies. This is connected with the maturity of particular society. Under the term maturity one can understand the fulfillment of all the necessary conditions for such quantum leap to happen. Finding the correlation between socio-economic indicators, describing the society development level and the ability of this society to implement the new technology, is one way to do this. If such a correlation exists, it would enable one to predict the time window in which particular society should start implementing the new technology. Content of the book is based on the MSc thesis which was supervised by Dr. Stanko Hocevar. This book is written for governments and decision maker who would like to begin with implementation of hydrogen technology and to find the appropriate timing of introducing the regulation and standards framework.

Jure Leben has finished his BSc in USA and MSc in the UK. Professionally he worked in the UK on the assessment of transport systems, SEA and implementatin of new technologies. In Slovenia he was a director of National centre for renewable energy and at the moment he is working in Slovenian governemnt office of Climate Change.
