Twinning relationships are formalized bonds of friendship between a municipality in one country and another foreign municipality. This study examines those municipal relationships that are characterized by a focus on culture. It is the first book to address the subject of twinning in a theoretical and academic context. The work will not only interest academic readers seeking a basis for their research but general readers seeking for more information on this subject as well. The author combines financial and qualitative performance indicators with evaluation and effectiveness methodologies to determine whether or not "cultural municipal relationship in the Netherlands are effective".

Holds a Master of Arts degree in Cultural Economics & Cultural Entrepreneurship from the Erasmus University Rotterdam. She is interested in the cultural dynamics of both cultural organizations and business organizations and has had the opportunity to experience these up-close in previous engagements and projects.
