This book is a hands-on manual for practitioners and new entrants; providing a comprehensive and state-of-the-art review of legislative studies and institutions, past and present; offering a complete and indispensable guide to all the major areas of legislature and its practice today. It is the outcome of an initial experience in the advanced industrial democracies, particularly the US; the varied experiences of the author both as an active practitioner in the legislature and avowed observer of this all-important of arm of government from the outside. The author's adoption of case studies arises from the realization that the core of legislative practice is politics and public policy - the formulation, implementation, evaluation and modification of determined action taken in pursuit of conscious purpose. In specific terms, the case studies constitute or lead to decisions by legislative assemblies, taking into cognizance, the factors that surround the process of legislatures, and trying to give the reader "a feeling of actual participation in the action."

Oscar Edoror Ubhenin is a Lecturer in Public Administration atthe Ambrose Alli University, Nigeria. He previously worked forthe legislature of Edo State in a variety of functions. He hasattended research and development programs in Africa, Europe andNorth America. His current research interests are public policy,governance and social justice.
