Damian Aaron Lucian, in his fascinating book
develops famous Robert Nozick claim from Anarchy,
State, and Utopia that the state is the ultimate
stage of its structural developments and that those
developments occurred by actions of individuals who
acted without an intended plan, which is the
invisible-hand explanation. The state comes about
from the state of nature, through protection
agencies and then through the one dominant state.
Lucian develops Nozick s idea using the same
principle, namely the invisible-hand, to show that
there are incentives for further developments, which
were not satisfied by the emergence of the state,
those being the external and internal conflicts and
the problem of administration of justice. Lucian s
theory is presented as an evolution of states into
regional unions and then into a global union. The
exemplification of Lucian s theory, or the actual
initial stage of its application is the emergence of
the European Union. Damian Aaron Lucian also shows
that the theory of global union is compatible with
Kant s perpetual peace theory and makes an
interesting future prediction at the end of the book.
