Die10 nationalen und 182 einzelstaatlichen Verfassungen, Verfassungsentwürfe, Verfassungsänderungenund Grundrechtserklärungen dokumentieren den dynamischen Prozess des frühen modernen Konstitutionalismus in Deutschland. Vom Ende des Heiligen Römischen Reichs 1806 und der französischen Besatzungszeit über den Vormärz bis zur 1848er Revolution, vollzog sich diese Entwicklung im Spannungsfeld zwischen Revolution und Reaktion.

Der Zeitraum beginnt mit der Gründung des Rheinbunds im Jahr 1806, als in vielen deutschen Einzelstaaten (wie z. B. im Königreich Bayern 1808) die Herrscher teils liberale, teils republikanische Verfassungen nach französischem Vorbild gewährten. Er endet mit der Nationalversammlung der Frankfurter Paulskirche, in der kontrovers und erstmals demokratisch über eine großdeutsche und kleindeutsche Lösung sowie über eine Verfassung des Deutschen Reichs diskutiert wurde. Die "Frankfurter Reichsverfassung" von 1849, die u.a. eine Anzahl an Grundrechten enthielt, und die daraus entstandene gesamtdeutsche Verfassungsbewegung sind für die Verfassungsgebung im 20. Jahrhundert von entscheidender Bedeutung gewesen. Dazwischen liegen die Gründung des Deutschen Bundes 1815 als Nachfolger des aufgelösten Heiligen Römischen Reichs, dem neben dem Kaiserreich Österreich die deutschen Königreiche und zahlreiche Herzog- und Fürstentümer und mehrere Freie Reichsstädte angehörten, die Gründung des Deutschen Zollvereins 1834, die Ereignisse des Vormärz und schließlich die Märzrevolution.

So unterschiedlich die Ziele der monarchistischen, nationalen, liberalen oder radikalen Gruppenin dieser Epochewaren, so unterschiedlich sind auch die Verfassungsentwürfe und Verfassungen aus dieser Zeit. Sie liegen jetzt erstmals in gesammelter und annotierter Form vor.

Ein thematischer Index ermöglicht über regionale Studien hinausgehende Forschungen zu bestimmten Themenkreisen, so dass inhaltliche Schwerpunkte der Verfassungsentwicklung über dieLandesgrenzen hinweg vergleichend untersucht werden können.

Forschenden, Lehrenden und Studierenden der historischen Wissenschaften, der Politologie, der Politischen Philosophie, der Soziologie und des Staatsrechts steht mit der sechsbändigen Edition erstmals eine vollständige auf authentischer Textbasis zugängliche und annotierte Sammlung von historischen deutschen Verfassungstexten zur Verfügung, die eine unverzichtbare Quelle für Forschungen zum Entstehen des Konstitutionalismus und zur frühen Verfassungsgeschichte in Deutschland darstellt. Der Band 2 des Europa-Teils, die Verfassungsdokumente Österreichs, Ungarns und Liechtensteins 1791-1849 stellt eine sinnvolle Ergänzung der deutschen Dokumente dar.

The book edition of Constitutions of the World from the late 18th Century to the middle of the 19th Century is the most complete and academically thorough collection of its kind. It contains constitutional documents from all over the world, written from 1776 to the end of the year 1849. This collection includes about 1,600 constitutions, amendments, human rights declarations, and draughts of constitutions that never came into force, from this period. These early constitutional documents were collected and examined in archives and libraries all over the world, as part of a project by the Deutsche Forschungsgemeinschaft (German Research Foundation). Using the original documents, experts from American and European universities reconstructed the authentic constitution texts for each country, and annotated them in their respective original languages. Each volume contains a short introduction, a main part with the edited constitution documents of a country, comments and an index.

The unique value of the complete edition lies in its making all constitutions, from the early phase of modern constitutionalism, accessible in a reliable, authentic text version for the first time. These constitutions were widely scattered until now and, in many cases, unknown. In all, constitutional documents from about 50 countries in Europe and the Americas will be published in volumes for each country. Constitutions of the World from the late 18th Century to the Middle of the 19th Century is a unique and fundamental source edition and an extensive documentation of constitutional history. At the same time, it supplements the microfiche edition Constitutions of the World 1850 to the Present.

The editor, Horst Dippel, is Professor of British and North American History at the University of Kassel, Germany.
