Towards (More) Effective Enforcement of Administrative Court Decisions Against the State«: What good is an administrative court victory if the government can ignore it with impunity? Christian Michael Müller shows why Justice's sword often remains blunt in enforcing duties to be performed by the authority itself - and how it may be sharpened. He argues that courts are already able to increase coercive pressure through a robust interpretation of the current legal framework. The study also sets out concrete reform proposals based on comparative insights from France, Spain, and England. Christian Michael Müller studied law in Heidelberg and Paris (Université Panthéon-Sorbonne) from 2012 to 2018. He then completed his legal clerkship at the Heidelberg Regional Court, including placements at a leading global law firm in Frankfurt am Main and at the European Commission in Brussels. While pursuing his doctoral studies, he worked as a research assistant at a Mannheim business law firm and at the Faculty of Law of Heidelberg University. During this time, he also earned an LL.M. from the German University of Administrative Sciences Speyer. In October 2023, Müller was appointed candidate notary in the service of the State of Baden-Württemberg.
