Die Arbeit verbindet zwei bislang getrennt betrachtete Begriffe: die traditionsreiche Daseinsvorsorge und den Prosumenten, der Strom zugleich erzeugt und verbraucht. Untersucht werden Herkunft und Funktion des Daseinsvorsorgebegriffs, die Einbindung Privater unter dem Leitbild des Gewährleistungsstaates und die Stellung des Prosumenten im Energiewirtschaftsrecht. Im Mittelpunkt steht die Frage, wie der Regulierungsrahmen Verantwortung für eine sichere Stromversorgung verteilt. »The Prosumer in Public Service Provision«: Bringing together two concepts long treated separately, this study examines the German notion of 'Daseinsvorsorge' (public service provision) and the prosumer, the actor who both produces and consumes electricity. It traces the origins and function of the concept of public service and analyses the position of the prosumer in current electricity law, asking how the regulatory framework distributes responsibility for a secure electricity supply. Jonas Einfeldt studied law at the Georg-August-University of Göttingen, where he also completed his doctorate. He completed his legal clerkship at the Higher Regional Court of Braunschweig, with placements at the Federal Ministry for Economic Affairs and Climate Protection in the field of electricity grid expansion, at Gleiss Lutz in Düsseldorf, and at A&O Shearman in Hamburg. Since 2025, he has been practising as a lawyer at CHATHAM PARTNERS in Hamburg, advising national and international clients with a focus on corporate and energy law as well as on national and international M&A transactions.
