Die Autorin untersucht die gesetzliche Umsetzung der Beschäftigungsförderung schwerbehinderter Menschen, die zuvörderst mithilfe einer Beschäftigungspflichtquote sowie zahlreicher sie flankierender Regelungen umgesetzt wird. Ursachen für eine festgestellte geringe Wirksamkeit der Pflichtquote werden vor allem in einem Konzept einer »freiwilligen Pflichtenerfüllung« sowie einer Selbstverantwortung und Privatisierung verortet. Zuletzt werden umfassende Reformvorschläge diskutiert. »Effectiveness and Efficiency of the Employment Obligation under Section 154 of SGB IX. Analysis of the Effectiveness of Employment Promotion for Severely Disabled Persons«: The author examines the legal implementation of employment promotion for severely disabled people, which is primarily implemented with the help of an employment quota and numerous accompanying regulations. The reasons for the low effectiveness of the quota are primarily attributed to a concept of »voluntary compliance« as well as personal responsibility and privatization. Finally, comprehensive reform proposals are discussed. Jasmin Dubenkropp studied law at Georg-August-University in Göttingen, specializing in labor and social law. She then worked for four years as a research assistant at Prof. Dr. Rüdiger Krause's Chair of Civil Law and Labor Law in Göttingen and wrote her doctoral thesis under the supervision of Prof. Dr. Olaf Deinert at the Chair of Civil, Labor, and Social Law. Since September 2024, she has been a legal trainee at the Higher Regional Court of Braunschweig.
