Die Arbeit untersucht das Vergaberecht als Steuerungsmedium staatlicher Innovationsförderung. Auf Basis innovations- und steuerungstheoretischer Grundlagen analysiert und bewertet sie vergaberechtliche Instrumente und Verfahren hinsichtlich ihres Innovationspotenzials. Die Arbeit zeigt, dass dem Vergaberecht zwar eine konsistente innovationsfördernde Ausrichtung fehlt und innovative Regelungen selten sind, es aber über vielfältige Instrumente und Verfahren mit Innovationspotenzial verfügt. »Innovation Procurement«: This doctoral thesis examines public procurement law as an instrument for steering state support for innovation. Based on innovation and steering theory, it analyses and evaluates public procurement instruments and procedures in terms of their innovation potential. The thesis shows that although public procurement law lacks a consistent innovation-oriented approach and innovative provisions are rare, it does offer a variety of instruments and procedures with potential for fostering innovation. Nuan Jaster studied law at the Free University of Berlin, specialising in public commercial law and social security law. After completing his first state examination, he worked as a research assistant and doctoral candidate at the Chair of Public Law, in particular Administrative Law, under Professor Thorsten Siegel at the Free University of Berlin. Since November 2024, he has been a law clerk at the Higher Regional Court Berlin.
