Die rechtshistorische Arbeit behandelt bildungsbezogene Grundrechte in Deutschland. Untersucht wird der verfassungsrechtliche Rahmen in den fünf politischen Systemen seit 1919: Weimarer Republik, Nationalsozialismus, Phase der fehlenden Souveränität (1945-1949), DDR und Bundesrepublik. In jedem System wird bezüglich der Bildungsstationen - Familie, vorschulische Bildung, Schule, Hochschule, Berufsbildung und Erwachsenenbildung - dargelegt, ob ein verfassungsrechtliches Recht auf Bildung bestand. »Constitutional Framework of the German Educational Systems Since 1919«: The author examines the right to education in Germany based upon the national German law. She describes the historical development in the five different political systems in Germany since 1919: i. e. Weimar Republic, Nazi Germany, Allied-occupied Germany, GDR, and FRG. In each system she discusses the stages of education: i. e. family, pre-school, school, university education, vocational education, and adult education.

Romy Roomiany studied law at Leibniz-University Hanover and ELTE-University in Budapest. After having passed her first state law examination, she completed her doctorate under the supervision of Professor Dr. Frank L. Schäfer, LL.M. (Cambridge) at the University of Freiburg and conducted research at Columbia University in New York as part of her doctoral studies. She completed her doctoral project, which was funded by the Friedrich Ebert Foundation, in 2025. Since 2023, she is working as a parliamentary associate in the Parliament of Lower Saxony. Romy Roomiany is currently (2026) a trainee lawyer at the Higher Regional Court of Celle.
