How should governments deal with the future? This question is still the cornerstone in the clash between different ideologies. However, despite the lasting debate, almost no empirical evidence exists about the impact of the conflicting schemes. The present book is a systematic and comparative attempt to shed light on this complex matter. The in-depth evaluation of crucial planning papers of 40 governments leads to an understanding of the theoretically salient relationship between time, planning and policy-making.

The Author: Gerald Schneider (born 1962), a former research assistant at the University of Zürich, is currently working on a project on how domestic politics affect integration processes. Previous publications in the field of Policy Analysis include a book about procedures for gathering information in policy-making (Die Informationsbeschaffung des Gesetzgebers, co-authored with Ulrich Klöti). Before completing his doctoral dissertation with the present study, he studied Political Science, Economics and History at the Universities of Zürich, Essex and Aarhus and worked for two years as a newspaper journalist.
