Description
The follow-up meetings of the Conference on Security and Cooperation in Europe (CSCE) in Vienna (1986-1989) formed the final phase of a process that had begun in 1973 with the inter-bloc CSCE in Helsinki. Willi Schrenk examines the complex relationship between the two German states at the subsequent Viennese conference and the conflicts that Bonn and East Berlin carried out in on neutral Austrian ground.
