While maintaining the core concepts of the First Edition, this new edition augments discussions with advancements in policy and practice over the past decade. Chapters introduce new topics such as the value of higher education, dual enrolment and workforce training funding models, free college, and consumer perspectives on the price of college. Additionally, it expands the exploration of accountability in higher education to include college closures.

New features include 3 to 5 questions at the end of each chapter to support faculty. Chapters 8 and 9 have been completely revised to focus on the concepts of "value" in higher education and a student's view on affordability, respectively. Other chapters have been updated to reflect new approaches to funding and changes in understanding since the first edition.
