Institutional Effectiveness as Process and Practice in the American Community College (Terri Mulkins Manning) Institutional effectiveness is defi ned within the context of regional accreditation, common terms related to institutional effectiveness are presented, and processes used in the practice of community college institutional effectiveness are explored. 3. Accountability and Institutional Effectiveness in the Community College (Peter T. Ewell) As a result of heightened goals for degree attainment, community colleges presently fi nd themselves in the national spotlight and under increasing scrutiny with regard to accountability. This challenge can be met using technology and a new generation of accountability measures appropriate to the distinctive community college mission. 4.
